Lady Stevenson read a paper titled "The Powers Already Possessed by Women to Sit on Local Bodies, the Duties imposed on Members of such Bodies, together with the Further Extension of such Powers with Special Reference to County Councils." The next speaker, Mrs. Amos, gave an address about women's suffrage. Eliza Orme spoke about the difficulties of enfranchising women. Lady Carlisle, in her speech, protested against Orme's views. Mrs. Gladstone opened the afternoon meeting. She said she was "glad to meet again the members of the Women's Liberal Federation," and she informed the meeting that her husband's health was on the mend.
